The Public Mental Health System
- Core Service Agency
The Washington County Mental Health Authority (WCMHA) is a quasi-public agency which functions as the Core Service Agency (CSA) for Washington County. The law defines a CSA as the designated county authority that is responsible for planning, developing, managing and monitoring publicly funded mental health services. This concept for local management allows for services to be developed to meet the needs of the local community through the PMHS.
- PMHS Eligibility
The Public Mental Health System (PMHS) serves individuals with serious and persistent mental illness who receive Medical Assistance or who are “uninsured”. If the individual receives Medical Assistance as the primary insurance, services would be accessed through the PMHS when treatment and/or rehabilitation needs exceed the ability of the primary care physician to provide the service. If the individual is uninsured, suffers from a serious and persistent mental illness, and meets other qualifying criteria, a person may be eligible to access services in the PMHS.
- Administrative Service Organization
In July 1997 Mental Health in Maryland moved from a grant based system to a Fee For Service system, managed by an Administrative Service Organization (ASO). The Mental Hygiene Administration has contracted with an ASO to pre-authorize, insure that services requested meet medical necessity criteria, and process claims and payments for providers licensed to participate in the PMHS.
